We would like to thank Pastor Hopkin's of Carrow Baptist Church for providing the facility for our meeting on short notice.

Roughly 30 residents were in attendance.

Why we are here?: To revitalize the CAF Civic League.

CAP, Huntington, H.Estates and Pleasant Cove.

Meeting Minutes September 22, 2006

Ten neighbors came together to discuss revitalization of the Carolanne Farm Civic League. Those neighbors decided to work together in an effort to do just that. They discussed past and future efforts to establish a strong league. These are some of the issues they felt were important:
1. The name Carolanne Farm Civic League suggested the league only represented residents from the Carolanne Farm neighborhood. The league actually represents 2000 residents of the Arrowhead, Carolanne Farm, Carolanne Point, Huntington, Huntington Estates and Pleasant Cove neighborhoods. The group felt it would be vital to the success of the league to ensure residents from all neighborhoods felt they were an equal part of the league. Since the name was developed from such a rich history with all current neighborhoods once having been a part of the Carolanne Farm changing the name was not an option. We looked at several other options. We decided to restructure the office's to include a Co-Chair representing each neighborhood and have done the same with our sub-committee's. This will ensure all neighborhoods have a voice. Additionally, we have sought the support of local PTA's, Churches, the neighborhood pool and other organizations from both sides of Princess Anne Road to ensure we reach all neighborhoods. Finally, previous league efforts had targeted primarily 500 residents in the Carolanne Farm neighborhood. We felt this was a big opportunity for us and have decided to develop a quarterly newsletter and mail it to all 2000 residents under the leagues umbrella.
2. We discovered there was an existing budget and placed Wayne Troester to act in the capacity of Treasurer during the revitalization process. We decided league members would like to know where there hard earned money will be going so, we will read a treasury report at each monthly meeting and post it regularly. We will appoint an auditor to maintain an additional copy of the books and the books will be audited quarterly.
3. We discussed issues that were important to the neighborhoods and planned a topic of interest to focus on for our first meeting. It was decided that the development project at the Kempsville/Witchduck/Princess Anne intersection and the Elizabeth River Parks project would be perfect to kick off our revitalization efforts.
4. We discussed membership. We discovered the past membership dues of $10 per household would not cover the production and distribution costs of our newsletter if we intend to reach all residents. Membership dues of $20 per household would be necessary to achieve that goal. It was decided for the remainder of 2006 from October 1st through December 31 membership would be given to anyone making a donation of any amount. That all members through this period would receive voting rights. That all members would vote on the membership dues and the minimum requirement for voting rights in the 2007 operating season. Members would also, have the opportunity to vote into office their board of directors for 2007.
