HRT's "The Tide" Park and Ride Construction

Newtown Road Park & Ride area
Subject:    Construction of the Newtown Road Park-and-Ride area

Construction of the Newtown park-and-ride area is now starting, beginning with the placement of silt fencing around the construction area. This is one of four park and ride locations along the 7.4 mile light rail route. E.V. Williams is the contractor hired by Hampton Roads Transit to construct the Newtown park-and-ride lot area, bus feeder turnaround area (located near the station), updating sewer and water lines, lighting, landscaping, etc. This work is expected to take approximately 2 months.

Construction access to the site will be primarily from Kempsville Road to Bangor Avenue.  At times access may need to be from Houston Avenue.

Phase I: Private utility relocations which will include demolition and replacement of sidewalk, curb, gutter and streets. This will include new curbing and gutter on the west side of Bangor Avenue.
Phase II: Park-and-ride construction which will include demolition of some sidewalks and streets to allow for water and sewer installation; grading; and repaving and remarking of streets.

Traffic Pattern Changes: Private utility relocations and park & ride construction will require changes to the traffic patterns on and around Kempsville Road and Bangor Avenue during this time period.  Requests to modify traffic patterns are carefully reviewed so that, to the extent possible, considerations are made to accommodate the residents and businesses within this area.  Residents along Bangor Avenue, Houston Avenue, and Cleveland Avenue will always have access to their homes.  Residents and businesses within this area will be notified of traffic pattern changes with as much notice as possible to ensure continued access.

Traffic patterns will change with the closing of Bangor Avenue to outside traffic that generally uses Bangor Avenue to access Curlew Drive and South Newtown Road.

Utilities:  Service interruptions, with the exception of an emergency, will be planned and anyone affected by a planned utility service interruption will be given advance notice to allow for proper preparation.
Construction:  Hours of construction will be from 7:00 AM to 3:30 PM Monday through Friday, with no work going on Saturday and Sunday.  Please note that schedule is subject to change.
