Gang Awareness and Prevention Forum To Air on VBTV 48 Starting March 25
Are street gangs and gang related activity a problem in Virginia Beach? That question was the focus of a Community Public Forum conducted by the Virginia Beach Police Department, City Agencies and Virginia Beach City Public Schools.
The program featured an information presentation, a panel discussion among community professionals knowledgeable on the subject, and remarks from William “Cliff” Rice, a former New York police officer and recognized expert on gang intervention.
The forum was taped live and will be cablecast on VBTV cable channel 48 beginning Sunday,

Minutes for the March 13th Carolanne Farm Civic League Meeting
The meeting at Arrowhead Elementary School was called to order at 7pm by Cherese J. The Boy Scout Troop 499, under leader, Dave A, presented the colors followed by the pledge of allegiance. The number present at the meeting was 52.
Topic: Maintenance and Code Requirements for Existing Properties and Homeowners
Wells Freed (4th Precinct Supervisor 385-5722) and Faith Pittman (Inspector 385-8751) gave a power point presentation on Code Enforcement and Neighborhood Preservation. There are 22 inspectors working in 4 teams to regulate housing quality in our city. They monitor three categories: the property itself, the exterior of buildings, and the interior of structures. Infractions deal with safety. Rotting wood, falling fences, collapsing or dilapidated sheds, rotted trees in danger of falling, pools that harbor insects, electrical wiring, plumbing, overgrown grass or weeds, graffiti, and trash or junk can all be cited. A notice to comply is given and owners have about 30 days to do so. A question and answer session followed.

Wayne T reported the current balance in the civic league treasury is $3147.09. There are 63 voting members as of February 28, 2007.
Topic: Crime Stats and Neighborhood Watch
Ginny P is seeking volunteers in her efforts to get neighborhood watch signs for neighborhoods in our area. A collection of 80% of the signatures in any area is required before a sign is given. A signature simply means that you will keep watch on your street and in your neighborhood and report suspicious acts. (385-5000) Volunteers pair up to go door-to-door in one area to gather signatures. A script and hand-outs are provided. You can also sign up for neighborhood watch at the civic league meetings.
Ginny also reported February's crime stats for our area. Carolanne Farms had 5 reported crimes and Arrowhead had 8. These included a stolen car, other larceny, destruction of property, runaways, and threatening bodily harm. There have also been signs of gang activity in our area. A question and answer session followed.
Topic: Restoration and Preservation Real Estate Report
Chairperson Debbie B gave out pamphlets that detailed recent sales and statistics for our area. This included general prices and days on the market for various pieces of real estate.
A typical townhouse went for $157,000 with 8 days on the market. A single-family home went for $250,000 with 35 days on the market.

John S gave a list of historical properties in our area along Witchduck Rd. and Princess Anne Rd. that are both being preserved and/or are in danger of being lost to construction. Some of these structures include the Caraway House, the Hudgins Farmhouse, the Overland House, Pleasant Hall, the Kemps Landing School, and the Kempsville Law Offices.
Jonn is preparing historical facts for the civic league to display at the History Fair on the Virginia Beach boardwalk this spring. He is also preparing a scrapbook of history memorabilia from our neighborhood that will be viewable at civic league meetings. Thank you, John!

Brenda B recognized and thanked our volunteers and businesses that have helped the civic league. Carrow Church has invited us to share in their spring eggstravaganza. Lucky Dogs Restaurant has donated hot dogs to children at the egg hunts. Other businesses have purchased ads in our newsletters. All are sincerely appreciated.

Brenda A has been hard at work to make the eggstravaganza wonderful for our children and grandchildren. There will be 12 booths, egg hunts, and free food for the children at Carrow Baptist Church. The April, May, and June civic league meetings will be held at Point of View Elementary School at 7pm. They will then return to Arrowhead Elementary. The April 10 meeting will feature butterfly gardens and a master gardener to offer tips for our specific area. There is also a safety fair for children upcoming on June 23 at Point of View School.
The meeting was adjourned at 8:45 pm and refreshments were provided.

Next Meeting Venue Change
Next meeting will be held on April 10th at Point of View Elementary School from7-9PM. The topic will be Butterfly Gardens. Please note all second quarter meetings will be held at Point of View Elementary School. Third quarter meetings will resume at Arrowhead Elementary.
